The Sustainable Blue Economy Partnership (SBEP), supported under the European Commission’s Horizon Europe Programme, has published a pre-announcement regarding the opening of its 3rd Joint Transnational Call on 15 September 2025.

This call is conducted with the participation of more than 30 countries and aims to support the green and digital transformation of economic activities related to oceans, seas, and coasts.

Applications must be submitted by consortia composed of organizations receiving support from at least three different countries and three different funding agencies. Additionally, at least two independent legal entities must be from EU Member States or Horizon Europe Associated Countries. The expected project duration is 36 months.

Call Priority Areas:

  • Priority area 1: Digital Twins of the Ocean (DTOs) at sub-basin scale
  • Priority area 2: Transitioning the blue economy sectors, and the development of the coexistence and the marine multi-use infrastructures
  • Priority area 3: Climate-Smart Planning and managing sea-uses at the regional level
  • Priority area 4: Blue Bioresources: sustainable fisheries and aquaculture, and new bio-based products
  • Priority area 5: Resilient Coastal Communities and Businesses

Draft Call Timeline:

  • Call opening: 15 September 2025, 15:00 (CEST)
  • Stage 1 (Pre-Proposal) international submission deadline: 17 November 2025, 15:00 (CEST)
  • Stage 2 (Full Proposal) international submission deadline: 17 June 2026, 15:00 (CEST)
